Is this bag water tight, i.e. safe in the rain?

I have had this bag in a few rain storms and everything inside stayed dry. I would say the fabric is water resistant, but not waterproof.

Is there a luggage strap on the back of this bag?

Yes, this bag does have a pass thru trolley strap
