No, do not run wide. The are true to size - standard. However, they are made to stretch and flex. The rubber around the foot has to be tight, to stay on while swimming. They are generally more difficult to get on, but excellent at staying on.

How do the sizes translate to actual shoe sizes?

If you are talking about a size 7 in mens shoes, which is like an 8 or so in women's shoes, then get the L MEN 7-9. (Does he has fairly large feet for his age?)
