Does the #55 indicate the max draw weight?

Like Steven said, the max draw weight depends on your draw length. My Hunter bow is rated 45# @ 28". My draw is longer than that (I overdraw), so for me the draw weight is slightly higher than 45#.

My draw length is like 32-33" (I'm 6'3 tall). Will this bow work for me?

Yes, you will just be pulling more than 45lbs. Probably more like 55 to 60 lbs.

Is this bow too long for woman who is about 5 feet tall?

This is Mark. I'm 5'11. This is only my 2nd bow. With an amo of 62", this is not a short bow. Your best bet is to go to a shop or friends and try some, if possible. Also are you target shooting or hunting? Might make a difference. Hope this helps a bit.
