Does anyone know if this comes with a charging cable

As far as I know yes it does. A few websites (including Nintendo Store UK) have included in their description that both the Pro Controller and the charging grip come with a USB C cable for charging.

probably a stupid question, but when using this, do you need to put the joy cons into the side of console, or leave them to discharge?

Not a stupid question! You can have the Joycons either attached to the switch or removed from it. It makes no difference. I temd to leave them on it as it just sits behind the TV, but sometimes I detach them and use them as a player 2 controller (using the controller adaptor) with me as player 1 (of course!) on the Pro Controller.
