Do you sell the clips and screws to install?

I had to get the clips and screws from a different source

is this front or back?

The front ones have a little flap with one screw in it for getting to a bolt for the lights. The flap is on the front and outboard on each side

Does this come with the clips and screws?

The one I received did not have any of the fasteners. That said, it was easy enough to pull them out and reuse them from the old one.
