Are the arms in the 4xl stretchy? what is the comparable dress size for that size?

All sized arms are a bit stretchy. Not like a rubber band or anything but like a hairtie to compare if that makes sense. The sequins are over a stretchy mesh cardigan. Its meant to stay open so size varies, but I'm a 1x/2x and I got a 3x and prob could have just gotten a 2x but was afraid it would be tight arms too. But is not at all for me. Fits perfect.
